SUMMER WORKSHOP, ISTANBUL, 15-24 JULY 2007

The Central Eurasia Leadership Academy is pleased to invite applications for its 2007 Leadership Workshop. The development of future leaders with character, initiative, and strategic vision is one of the keys to enhancing cooperation, security, and prosperity in the Central Eurasia region. To this end, CELA will invite 45 high-potential, mid-career professionals from Central Eurasia to a ten-day leadership workshop in Istanbul that will be intensive, challenging, and fun. The dates are Sunday 15 – Tuesday 24 July 2007. The opening dinner is on 15 July Sunday evening. The venue is Koç University, Istanbul.

Applicants must be between the ages of 28 and 42. They must be citizens of one of the following countries: Afghanistan, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The professional sectors targeted in 2007 are government, business, NGOs/ civil society and media. Candidates working in the spheres of business and government are particularly encouraged to apply. Women also are strongly encouraged to apply.

All costs associated with the CELA 2007 Leadership Workshop for those invited to attend (including tuition, food and accommodation in Istanbul, and economy-class transport from the participant’s home country) are borne by CELA.

This rigorous 4-day programme helps a wide range of professionals acquire the skills and background knowledge they need to successfully incorporate a human rights framework into their daily activities. Participants will acquire a basic understanding of both the history and present status of international human rights and international humanitarian law as they apply to public health practice. Peacebuilding & Development Professional Training Program 2007

The Peacebuilding & Development Summer Institute is one of the first academic programs specifically organized to bridge the two issues of peacebuilding and development. The Institute fosters knowledge, practical experience and skills for practitioners, teachers and students involved in conflict resolution, peacebuilding, humanitarian assistance and development. It will focus on various approaches to mediation, negotiation, facilitation, reconciliation and dialogue, particularly in conflict-torn and developing regions. Summer Course Human Rights 2007

The course takes place in The Hague (the Netherlands) and in Leuven (Belgium). It is a joint initiative of the Netherlands School of Human Rights Research, the Catholic University of Leuven and Northwestern University of Chicago. Plenary sessions are combined with visits to international organisations like the International Court of Justice in The Hague and the European Court of Human Rights in Strasbourg.

Active involvement of participants in the two weeks course is strongly encouraged. The course is designed as an interactive process, in which participants are stimulated to draw on their own experiences in the field of human rights. At the end of each week, participants have the occasion to present their reflections.

The first week of the Course is held in the 'legal capital' of the world, The Hague. Lectures and seminars will focus on universal mechanisms of human rights protection. Starting from a discussion on the universality of human rights, attention is paid to charter-based and treaty based United Nations mechanisms of protection, to international criminal law and to the International Court of Justice. Participants prepare a short paper on a topical issue in the course of the week, and present it to a panel of experts.

During this first week, the exceptional opportunity is offered to visit the International Criminal Court, the International Criminal Tribunal for the Former Yugoslavia and the International Court of Justice, all in The Hague (The Netherlands).

At the beginning of the second week, the participants will make a study trip to the Council of Europe and the European Court of Human Rights in Strasbourg (France). The second part of the week will be spent in Leuven (Belgium). Lectures and workshops will concentrate on the European, the Inter American and the African regional system for human rights, and the European Union’s role in promoting and protecting human rights. The second week ends with a Moot Court.

This is the 10th edition of the Summer Course on Human Rights. Because of this special event a one day conference will be organised on Friday 1st September. The general theme of this conference will be "Fundamental Rights and Fundamental Responsibilities". A number of senior researchers from the three organizing countries (The Netherlands, Belgium and the United States) are invited to give a presentation on the theme. Active involvement of the participants on this one-day conference will be strongly encouraged.

The working language will be English. Participants should be proficient in English.

Participants: Young professionals and researchers who want to broaden and further develop their human rights expertise about the substantive and institutional aspects of the promotion and protection of human rights at the international level, and to prepare them for further scholarly research. Participants should be proficient in English. Candidates for the course must have a degree in law or social sciences. They should preferably have some academic or practical experience in the field of law and/or human rights. The number of participants will be limited to 25. Participants will be selected by the Committee of Admission. In general, participants are aged between 25 and 35. Upon completion of the course and satisfactory participation, each participant will receive a Certificate of Attendance.

Tuition, fee, lodging: The course fee is EUR 1,600. This fee includes accommodation for two weeks, lunches, excursions, tuition and written materials. Other meals are not included. Participants will be lodged in university guesthouses or dormitories. They have to make their own travel and visa arrangements and also take care of proper medical, travel and damage insurance coverage. After admission to the Summer Course, participants are obliged to pay the tuition fee within two weeks. A limited number of scholarships is available. Applications must be received before 20 Apil 2007.

The European System of Human Rights Protection

This summer course will deal in detail specifically with the European system of human rights protection. Although there are numerous summer courses and other special study programs within Europe on human rights protection, this course provides an integrated treatment of the various supranational European systems and of specifically European issues of human rights protection. It emphasises, therefore, with important matters relevant to over forty European countries with very diverse political, economic and social systems. The subject matter includes human rights protection within the regimes of the Council of Europe (the European Convention of Human Rights and the European Social Charter), the European Community and the Organisation for Security and Co-operation in Europe (Helsinki Accords), as well human rights protection on the universal level of public international law where especially relevant to Europe. The treatment of the substantive regimes and their specific rights catalogues is set against the background of a consideration of the philosophical, historical, political, economic and sociological aspects of human rights, and includes practical institutional matters such as complaint procedures as well as developments such as the so called 'New Rights'. Practical and contemporary issues, such as the protection of human rights in situations of war or civil disorder, will also be addressed.

This comprehensive course is presented by a dedicated group of experienced and experts teachers from universities in eleven European countries, co-ordinated by the Viadrina European University Frankfurt (Oder) (Germany). The other participants are the London Metropolitan University and the Universities of Wales, at Aberystwyth (United Kingdom), Lund (Sweden), Rotterdam (Netherlands), Rennes I (France), Sevilla and Oviedo (Spain), Malta (Republic of Malta), Maribor (Slovenia),Vienna and Salzburg (Austria), Potsdam (Germany) and the Deutsches Rotes Kreuz e.V. and the German Institute for Human Rights.

The program in broad outline includes the following:

General and Institutional Issues:

- overview of regimes and institutions; philosophical, conceptual, sociological and historical aspects; issues of national implementation; control procedures; the role of non-governmental organisations.

Substantive Human Rights:

- civil and political rights; the right to work; the rights to health and to development; the right to self-determination and minority protection; non-discrimination; migration and refugees.

Participants: advanced undergraduate students or recent graduates from all countries of both Eastern and Western Europe. Challenges to International Humanitarian Law

This intensive course is meant to provide insights into new developments of and challenges to international humanitarian law. International experts will, inter alia, deal with the interaction between human rights law and humanitarian law and international criminal law. Issues such as child soldiers and genocide will also be addressed.

5th Annual Winter Course on Forced Migration

The Winter Course on Forced Migration is an outcome of the ongoing and past work by the CRG, and other collaborating groups, institutions, scholars, and human rights and humanitarian activists in the field of refugee studies and the broad studies on displacement, human rights and humanitarian work for the victims of forced displacement. Policy analysis of laws and administrative measures in this field also inform the course. The duration of the course is three months. A two and a half month long distance education programme precedes the fifteen-day Kolkata workshop.

The course intends to serve multiple objectives study, training, capacity building, and pooling of available resources in displacement studies. The programme involves several university departments and personnel, and other institutions working in this area. It draws attention to the benchmark set by national and international human rights and humanitarian laws and principles, and the experiences of the relevant organisations and front-ranking personnel. The course is special because of its emphasis on experiences of forced displacement, creative writings on refugee life, nature of internal displacement, critical legal analysis, and analysis of notions of vulnerability, care, risk, protection, and settlement. Attention on gender concerns is an integral part of the course. It has been recognised as a centre of excellence.

The Azerbaijan National Science Foundation (ANSF), the Azerbaijan National Academy of Sciences (ANAS), and the U.S. Civilian Research & Development Foundation (CRDF) jointly announce the 2007 Azerbaijan-U.S. Bilateral Grants Program (BGP-II).

The program provides up to 2 years of support to research teams of Azerbaijani and U.S. scientists and engineers in

Biological/biomedical sciences;

Mathematics/Information technology;

Geology;

Chemistry;

Physics; and

Electrical/Materials/Manufacturing sciences.

The primary goals of the Bilateral Grants Program are to

Increase cooperation between the science and research engineering communities of Azerbaijan and the United States;

Support civilian research, especially for scientists formerly involved in weapons research;

Advance the general state of science in Azerbaijan;

Support the development of the next generation of researchers in Azerbaijan.

Program Guidelines:

Grants under the BGP-II program will be awarded via a merit-based, internationally peer reviewed competition under the terms of this program announcement. Up to US$680,000 will be available to fund up to seventeen grants. The maximum grant size is $40,000 for up to two years. The Azerbaijani team is eligible to receive up to 80% of the total funds requested, including institutional support, and the U.S. team is eligible to receive no more than 20% of the funds requested.

Young people up to 25 years old from around the world are invited to submit

their creative ideas on the theme: "The role of media and information and

communication technologies in building a peaceful world". What should be the

role of the media and communication technologies in the future? How would

you make use of these various tools of communication to help create a

better world?

The first prize winners will receive a cash award and a trip to Japan. The

winners will be announced in November 2007 on the web sites of the Goi

Peace Foundation and of UNESCO.

General notes

As a rule, applications for all scholarship programmes can only be submitted by members of state recognised higher education institutions or research institutes.

Applicable to all individual scholarship programmes: Applicants who at the time of starting their scholarship have already been in Germany for more than 2 years cannot be considered.

Scholarship holders are selected by independent commissions (as a rule, university teachers). The decision is solely based on the applicant's academic qualification and on the scientific assessment of the planned study or research project.

During the term of the scholarship, the DAAD will at its own expense take out additional accident and private/personal liability insurance for each scholarship holder.

Unless stated otherwise, applications must have been submitted to the DAAD Information Center in Baku by 31 October at the latest.

Research Grants for Doctoral Candidates and Young Academics and Scientists

Research grants may also take the form of Sandwich Scholarships

Length

Grants for research projects not leading to a degree/qualification or leading to a doctorate in the home country cannot be extended.

Research grants awarded for the purpose of "gaining a doctorate in Germany" may be extended upon application.

Research grants can be started as of 1 June at the earliest. Grants with a durance of more than 7 months commence as a rule as ob 1 October.

Requirements

Age limit:

36 at the start of the award (1 to 6 months)

32 at the start of the award (7 months or longer)

Preference is given to applicants who intend to enter an academic/scientific career.

Language skills: At the point of application, candidates should have a good basic knowledge of German. If necessary, the DAAD can provide language course grants for between 2 and 4 months at a language school: These grants are only available to the holders of research grants/scholarships which run for 10 months and more. The decision to add a language course to the award, on the length of the language course as well and on where the course is taken is made by the DAAD. The DAAD will pay course fees, accommodation costs plus a subsistence allowance and pocket money.

The application must include - at the latest by the application deadline - a letter from a university teacher in Germany confirming academic supervision of the candidate. Since academic supervision in Germany represents an important selection criterion, applications without such a letter of confirmation cannot expect to receive a grant or scholarship.

Research grant applicants who intend to gain a doctorate in Germany must submit a work schedule which has been agreed with the German academic supervisor (Doktormutter/Doktorvater) and a letter clearly confirming the academic supervision.

Research stays for University Academics and Scientists

Scholarships can be started on 1 June at the earliest.

Value

In addition, the award includes a flat-rate travel allowance but no additional funds for accompanying family members.

Preference is given to applicants who have not had the opportunity to spend several months researching in Germany over the past three years.

DAAD/OSI-Programme

DAAD/OSI scholarships apply separate admission requirements. Detailed information is to be obtained from the DAAD Information Centres (IC).

University Summer Course Grants for Advanced Students

In contrast to the general programme announcement, university teachers from the field of German studies who do not hold a doctorate and are younger than 32 years of age may apply for this programme.

ERP One-year Scholarships for Students of Economics and Business Administration

Applicants should have good German language skills at the time of application.

Call for proposals

The Central European University ’s (CEU) Curriculum Resource Center (CRC) funded by the Open Society Institute’s (OSI) Higher Education Support Program (HESP), is launching a call for applications for a new, experimental one-year research and collaboration grant program:

Scholarship of Teaching and Learning Fellowship (SOTL Fellowship) CRC invites applications from scholars (full time teaching faculty) from the region to design and implement research projects on their own teaching practice and their students learning. (including selection of content and approach, student assessment strategies, teaching and evaluation methods). The aim of the projects will be to create knowledge on teaching and learning in the disciplines and contexts of our region.

Fellowship aims

Scholarship of Teaching and Learning began as a tool to facilitate professors’ self-reflexivity in the classroom - taking an academic approach (i.e. a research approach) to the question of innovation in their teaching practice and to questions surrounding student learning in their courses. The new program will help develop the higher education practitioners’ own engagement with the scholarship of teaching and learning, moving from reflection to analysis and research of their own courses, classrooms, and teaching contexts. The main aim of the program is to foster these academics’ capacity to become scholars of teaching through project development and writing over one year, through financial resources and methodological support, and by creating a collaborative community of scholars able to influence the discussion on teaching and learning in their contexts (institutions and disciplinary networks).

Fellowship structure

The grant consists of 10 months stipend, support with necessary teaching, research or evaluation resources and ongoing collaborative support. Two Writing Residencies in Budapest are planned, to facilitate project design, proposal and paper writing and peer evaluation, at the beginning and end of the program. For most of the year the participants will teach and reside in their home institutions where they will implement their projects. The date for the first residency is planned at the end of September 2007, the second in July 2008.

Research outcomes and areas for investigation

The research outcome is an original research paper. Solicited projects should aim at the improvement of student learning and creation of knowledge on teaching and learning in the disciplines and in specific institutional contexts. The projects can be based on research of one existing course developed by the applicant, or a cross-analysis of several courses. Areas for investigation include, but are not limited to:

• the connection between the course content and a method of teaching or assessment

• the link between teaching and research in research-based courses

• the development of graduate level student skills (MA or doctoral level)

• the development of research, writing, or other appropriate skills at undergraduate level

• the development of discipline-specific ways of thinking in a particular approach

• the result on students learning of a specific methodological innovation or new teaching approach

• the impact of a specific aspect of current university context on student learning as documented in the teacher’s own classroom

• the development of interdisciplinary models of teaching and learning in social sciences and humanities

Eligibility

Application is restricted to resident citizens of Eastern- and South-Eastern Europe, the Former Soviet Union and Mongolia. Citizens of new EU member countries (including Bulgaria and Romania) are not eligible to apply. The call is meant for individual research projects.

The nature of the fellowship is to support innovative and high quality university courses and academics who are, or have the potential to become, excellent or expert teachers. Therefore a Ph.D. or its equivalent, three years teaching experience and a full time university position is a pre-requisite. Documented exposure to faculty development programs, and interest in teaching and learning is an advantage. Advanced proficiency in English language is a pre-requisite for the purpose of writing and collaboration.

Selection process

Research proposals and background documents will be reviewed by a selection committee consisting of CRC SOTL team, relevant faculty and an external SOTL expert. Short-listed applicants might be asked to provide additional materials to their applications, and will be interviewed.

Кавказкая Школа Журналистики и Медиа Управления при Грузинском Институте Общественных Дел в сотрудничестве с университетом Хазар проводит набор студентов на магистерскую программу по Журналистике и Медиа Управлению. В рамках этой программы отобранные пять местных студентов будут обучаться в Баку и Тбилиси в течении 2007-09 учебных годов. 25 young lawyers from Azerbaijan will be invited to participate in the training programme. Please note that this programme is not directed for students, but for the practicing young lawyers from state and non-state sectors, such as governmental agencies dealing with human rights of women and gender issues, Parliament, Collegium of Advocates (Bar Association), law firms, human rights of women and gender issues related NGOs and other interested young lawyers.

FORMAT

Resource persons will include international, regional and national experts as well as human rights practitioners from Azerbaijan . A participatory approach, combining presentations with discussions and interactive teaching methods, will be applied throughout the course in order to make full use of the experience and expertise of the participants.

The practical part of the programme will include study visits to relevant organisations and institutions working in the field of human rights of women or where the human rights of women becomes an applicable part in their work. The participants will also be required to contribute with their own experiences and knowledge through working out individual assignments. The participants will be requested to formulate, in writing, an individual assignment identifying a challenge to the implementation of human rights of women in Azerbaijan , and contributions the participant could make to improve the situation. Opportunity will then be given to the participants to orally present their papers. The individual assignments should be formulated within one of the following five thematic areas:

1. Women and health (incl. women and sexual and reproductive health)

2. Women and political participation

3. Violence against women

4. Trafficking

5. Legal framework for equality

The selection of participants will be carried out through a competative application process in which institutions and organizations working with human rights and/or gender equality will be eligible to nominate candidates. Gender equality and equal representations from the various target groups will be sought during the selection process. Other selection criteria include previous experience, educational background and relevance of work responsibilities. Both men and women are encouraged to apply for the programme. The selection of participants will be done by AYLU in cooperation with RWI. All participants completing the programme with full attendance will receive a certificate.

Human Rights Law in the Americas Summer Program

21 July 2008 - 15 August 2008

ABA-approved summer law program at the Universad Nacional combining the study of international human rights law with an immersion in Costa Rican culture. It consists of two intensive courses, guest lectures by prominent human rights leaders, as well as site visits to key institutions within the Inter-American human rights system.

The program provides students with six credit hours upon successful completion of the two courses. Student evaluation is based on course attendance and written examinations. Acceptance of credits or grades for any courses taken in the program is subject to determination by each student's home school.

All classes and lectures are conducted in English.

Level: graduate

Location: San José, Costa Rica

Participants: Admission to the program is open to students who have completed at least one year of full- or part-time law study at an accredited law school. A letter of good standing from each student's dean is required following acceptance to the program. Enrollment is limited to 40 students: 35 from ABA-approved law schools and five students from Latin America.

10th Summer Session Salzburg Law School on International Criminal Law, Humanitarian Law and Human Rights Law

The Salzburg Law School on International Criminal Law, Humanitarian Law and Human Rights Law is an annual two-week summer course, established in the aftermath of the Rome Conference of Plenipotentiaries for the Establishment of the International Criminal Court and held its inaugural session in 1999. Its main focus is international criminal law and international justice, substantive international criminal law and the organisation of international judicial bodies, in particular, the ad hoc Tribunals for the Former Yugoslavia and Rwanda as well as the International Criminal Court. Furthermore it provides training in those areas that are inseparably related to the understanding and development of international criminal law, such as humanitarian law and human rights law for future leading participants in this rapidly evolving field. The Salzburg Law School disseminates knowledge and promotes the understanding of international criminal law as it stands and as it is evolving, with a particular view on contemporary issues. It follows closely the ongoing developments within international adjudicating organs as well as in the academic community and pays special attention to the interrelationship between concurring fields of law as well as enforcement on the national and the international level. The course is composed of lectures, workshop and case studies; due time is dedicated to discussions with the speakers and among the participants.

International Training Programme on Governance and Management of NGOs

The Entrepreneurship Development Institute of India (EDII) is organizing an International Training Programme on "Governance and Management of Non-governmental Organizations (NGOs).” It is scheduled from 21st July 2008 to 29th August 2008. Young Human Rights Activist Vienna Award 2008

The Young Human Rights Activist Award 2008 honors courageous and innovative young individuals striving for human rights and social justice throughout the world. Applicants must be young with achievements in one of the following regions: Asia, Turkey, Africa, Central- or South America. Preferably the achievements should be based on new concepts in human rights works in the areas of freedom, women’s rights, poverty eradication and inclusive education. Furthermore, psychosocial projects responding to human rights violations are also welcome.

The award - 1.500 € - is sponsored by Siroos Mirzaei under the patronage of Hemayat (www.hemayat.org). A jury of human rights experts will choose the winner of the Young Human Rights Activist Vienna Award 2008.

Мастер отметил, что, лица, торгующие машинами, чистят и красят днище таких автомобилей. Покупатели также могут определить эти изменения.
      Автомеханик добавил, что, в отличие от автомобилей с двигателями внутреннего сгорания, стоимость ремонта «утопленников» выше. И вождение таких транспортных средств представляет риски даже после ремонта.

      По словам правозащитницы, Захра (имя условное) в данный момент находится в их приюте.
      «После того, как ее родители развелись, девочка продолжала жить с матерью в районе. Через какое-то время мать передала ее знакомому мужчине (40-50 лет), сказав ему, что он может делать с ней все, что захочет. После того, как Захра прожила с ним месяц, мужчина предложил ей продавать свое тело и делить с ним деньги. Услышав это, Захра нанесла увечья своим рукам, после чего сбежала в Баку», - сообщает правозащитница.
        В Баку девочку обнаружили сотрудники Абшеронского районного управления полиции, которые сразу же доставили ее в приют Мехрибан Зейналовой.
      «То, что пережила эта малолетняя девочка, немыслимо. Надеемся, что в скором времени люди, которые заставили ее это пережить, будут наказаны. В настоящее время Захра живет с нами и получает психологическую помощь», - говорит М.Зейналова.
